NOTICE TO BIDDERS
CLIFTON PARK PEDESTRIAN SAFETY IMPROVEMENTS BID
Sealed bids will be received by Clifton Park Town Clerk Teresa Brobston at #1 Town Hall Plaza, Clifton Park, New York 12065, until 3:00 pm, May 18, 2021, at which time they will be publicly opened and read aloud.
The proposed project is located within the Town of Clifton Park, Saratoga County, New York.
This project is being progressed through the New York State Statewide Pedestrian Safety Action Plan under PIN 1760.93 and PIN 1MA330.30N. PIN 1760.93 is used to fund GNP-I thru GNP-8 with PIN 1MA330.30N funding GNP-9. Construction will be in strict conformance with all NYSDOT and Federal Aid Requirements and governed by the NYSDOT Standard Specifications Section 100 - General Provisions and Section 200 thru 700 - Technical Specifications.
The Town of Clifton Park has included specific provisions and requirements, which are included in the project manual. Should there be any discrepancies between NYSDOT and the Town of Clifton Park requirements, the more stringent shall apply.
There is a 6% Disadvantaged Business Enterprise (DBE) Utilization Goal for this project.
The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following:
The project is a pedestrian safety project located at (9) intersections and consists of a base bid with (2) alternates. The base bid includes the following (7) intersections:
GNP-I - Clifton Park Center Road/Clifton Country Road/Hollandale Lane
GNP-2 - Clifton Park Center Road/Sitterly Road
GNP-3 - Clifton Park Center Road/Moe Road
GNP-5 - Clifton Country Road/McDonough Way
GNP-6 - Clifton Country Road/Wall Street
GNP-8 - Clifton Country Road/School
GNP-9 - Moe Road/Groom Road
GNP-4 - Clifton Park Center Road/Vischers Ferry Road
GNP- 7 -Clifton Park Center Rd Mid-Block Crossing
The award will be based on the following:
- The price of the Base Bid, plus Bid Alternate 1, plus Bid Alternate 2, will be used to determine the low bidder and will be basis of award; however,
- If all the bids for the Base Bid, plus Alternate l, plus Bid Alternate 2 exceed the budgeted amount, then price of the Base Bid, plus Bid Alternate 1 will be used to determine the low bidder and will be basis of award; however,
- If all the bids for the Base Bid, plus Alternate 1 exceed the budgeted amount, then price of the Base Bid will be used to determine the low bidder and will be basis of award.
The total dollar amount available for the construction of the project is $368,400.00

Contractors that obtain contract documents from a source other than the issuing locations must notify the issuing Town in order to be placed in the official plan holder's list, in order to receive addenda and other bid correspondence. Bids received from contractors other than those on the official plan holder's list will not be accepted.
The Town will not issue Addenda, nor will its Engineer issue addenda nor respond to bidder's questions five (5) days prior to the scheduled bid opening. unless stated bid date is postponed.
All bids must be made on the official Bid Form and Bid Summary Form or an exact reproduction thereof and enclosed in a sealed envelope with the following clearly marked on the front of the envelope:
- Bidders Name and Address
- Sealed Bid D036122/PIN 1760.93/1MA330.30N - Clifton Park Pedestrian Safety Improvements
- Date and Time of Bid Opening
Bid proposals may be hand delivered to the Town Clerk, until 3:00 pm local time on the day of the bid opening.

Bid proposals that are "overnight" or otherwise shipped must be received by 3:00 pm local time on the day of the bid opening. Bids received via "overnight" or "express" mail after this time will not be opened and will be returned to the bidder. Such bids shall not be considered.
This is a Unit Price bid. No bidder may withdraw his bid within forty-five (45) calendar days after the actual date of the opening thereof. Each bid must be accompanied by a Certified Check or Bid Bond, payable to the City in the amount of 5 percent of the base bid in accordance with the Instruction to Bidders.
The successful bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price.
The successful bidder will be required to comply with all provisions of the Federal Government Equal Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804).
Owner reserves the right to reject any and all Bids, to waive any and all informalities and the right to disregard all nonconforming, non-responsive or Conditional Bids.
